He situates Canada’s re-engagement under Prime Minister Mark Carney, who has pledged a foreign policy reset, a stronger defence commitment, and the revival of Canada’s tradition of “middlepowermanship.” Carney’s recognition of the State of Palestine marks a significant policy shift aimed at restoring credibility with the Global South. But Wasif argues that Canada’s ability to shape the multilateral agenda, from AI governance to global economic reform, depends on tangible investments in diplomacy, defence, and soft power.
